PURPOSE:
The Associate Director, Federal Affairs directs key aspects of Novo Nordisk’s federal agenda, particularly strategic goals, management involvement, and resource recommendations related to the Novo Nordisk Political Action Committee. Works to avoid or minimize decisions or actions by the U.S. Congress that could negatively or positively affect our business, stakeholders, and patients. Accountable for relationships for a substantial portion of the US Congress, including communicating, advocating, and executing Novo Nordisk’s public policy positions. Collaborates with internal partners on all aspects of federal legislative, grassroots, and Political Action Committee goals.

RELATIONSHIPS:
The position will interact with multiple external stakeholders, including but not limited to Congressional office Health Staff in both the House and Senate, as well as other key congressional staff members; Members of Committee staff of key House and Senate Committees; Congressional Member organizations including the Congressional Diabetes Caucus, Congressional Black Caucus Foundation, Congressional Hispanic Caucus Foundation, Congressional Asian-Pacific American Islander Caucus Foundation, and others, external organizations which are involved with Government Affairs activities related to Novo Nordisk’s interests, including but not limited to patient groups, trade associations, and other coalitions or societies.
The position will interact with multiple internal stakeholders, including but not limited to Leadership and key internal stakeholders of Diabetes Sales, Diabetes Marketing, Managed Markets Strategies, Medical Affairs, and other entities to align activities that are related to the Federal Affairs’ legislative, grassroots, and PAC goals, Board Members and Officers of the Novo Nordisk Political Action Committee, Steering Committee Members of the Novo Nordisk Political Action Committee, and all employees participating in the Novo Nordisk Political Action Committee, represents the Federal Team as necessary with relevant internal Novo Nordisk committees, including IT and HR, Legal, particularly related to political compliance issues.
This position reports to the Senior Director, Government Affairs, Federal Lobbyist.

ESSENTIAL FUNCTIONS:
Develops strategy for, and visits, elected government officials to advise them of company issues. Will advocate for the incorporation of Novo Nordisk’s position into Federal legislation of importance to the Company, including coordinating with third-party organizations such as patient groups, trade and business associations, and other advocacy groups, to achieve the success of NNI business and patient legislative goals.
Directs the comprehensive legislative strategy of specific Novo Nordisk-supported initiatives, monitors progress, and provides analysis to company officials. Prepares policy briefings, testimony for pending legislative actions, and provides thought leadership and recommendations.
Owns the goals, and will lead and direct the activities, of the Political Action Committee in conjunction w/ PAC Board and Officers. Responsible for the preparation and filing of various FEC documents in consultation with external PAC consultants, including coordinating the activities of other PAC personnel and website. Attends and ensures NNI attendance by other employees at PAC events for candidates supported by the company.
Will assist in reaching team goals regarding the development and direction of grassroots activities among employees and patients that have an important position relative to NNI public policy goals.
Will build, maintain, and enhance relationships with abovementioned internal and external stakeholders as well as other entities that have a strong impact on Novo Nordisk’s business and triple bottom line. This will include serving a key company contact for legislative and public policy matters of important to NNI with both staff and Members of the House of Representatives and Senate.
Will direct or assist in other activities, as assigned by the Senior Director that meet the goals of the Federal Affairs team.
Will secure, when available, participation of Members of Congress and staff at all Novo Nordisk and Diabetes Action Alliance events on Capitol Hill.

PHYSICAL REQUIREMENTS:
Travel required, including travel to Novo Nordisk’s Princeton, NJ office.

DEVELOPMENT OF PEOPLE:
Serve as Team Leader in key areas, and ensure successful application and communication of all Novo Nordisk policies, procedures, and Novo Nordisk Way.

KEY SUCCESS FACTORS: EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS
• A Bachelor's degree and a minimum of 10 years of public affairs, advocacy, government affairs or healthcare association experience required.
• Ability to effectively deliver information, and explain, advocate and negotiate positions and issues to a broad spectrum of individuals required.
• Ability to work under tight deadlines, with little or no supervision required.
• Demonstrated ability to develop and cultivate relationships with key associations/agencies and key Congressional leaders.
• Demonstrated career progression with increasing roles of responsibility.
• Demonstrated track record of strong advocacy and communications skills.
• Pharmaceutical/healthcare industry experience and knowledge of diabetes and the diabetes marketplace preferred, but not required.
• Previous experience working with relevant congressional committees preferred.
• Prior management/budgetary experience required.
• Proven track record of effective strategic planning, execution and follow up.
• Results-focused – prior track record required.
• Strong interpersonal and communications style with ability to convey passion about Novo Nordisk and our company's public policy goals; ability to generate excitement and enthusiasm among internal and external audiences.
• Strong planning, relationship building, cross-functional team and leadership skills required.
