PURPOSE:
Provides design, analytical support, and solutions that demonstrate the impact and value of talent management initiatives. Partners with Talent Management Training Team on the promotion, development, maintenance and delivery of testing and assessment solutions that are embedded within the entire curriculum design program. Additional responsibilities include leading the implementation and/or support of assessment projects, data analysis and reporting, assessment delivery, survey development, and statistical analyses to demonstrate the impact and value of training initiatives. Supports the implementation of an overall Talent Management strategy focused on attracting, developing, and retaining the depth and diversity of talent needed to achieve our business objectives. Provides specialized guidance or training to less experienced team members and/or support staff.

RELATIONSHIPS:
Reports to the Manager, Talent Management Metrics and Design. Interacts closely with other HR Centers of Excellence and HR Business Partners. External relations include but are not limited to assessment and development vendors and professional associations.

ESSENTIAL FUNCTIONS:

RESEARCH & DATA ANALYSIS:
Conducts applied research to demonstrate the value and impact of Talent Management initiatives.
Designs and implements internal research studies to measure and demonstrate the effectiveness of training interventions using Kirkpatrick's levels of training effectiveness.
Uses analysis, statistics, metrics and trends to evaluate the effectiveness of programs and sustain the momentum around talent efforts.
Performs complex ad hoc analyses and creates presentations to support Senior Management in identifying trends and opportunities.

TESTING, ASSESSMENT & EVALUATION:
Conducts assessment training for staff and/or others involved in assessment administration.
Contributes to the development of standard operating procedures as they relate to measurement, including documentation and auditing of measurement best practices.
Coordinates data collection, database management, and technical development activities as necessary.
Designs, develops, and deploys assessment tools (questionnaires, interview guides, surveys, and structured role-play assessments) to support organizational/client needs.
Develops and validates technical tests (e.g., product and disease state knowledge test) in partnership with subject matter experts; constructs tests and provides support for test administration.
Facilitates focus group sessions for assessment instrument development.
Provides consultation for core talent management processes related to third party assessments (e.g., 360 process; personality and thinking style assessments).
Meets with clients to define and present relevant best practices and research results in a manner that is suited to the audience.
Develops competency models to define leadership/technical competencies required to support the execution of business and individual objectives.

PROJECT/VENDOR MANAGEMENT:
Identifies project opportunities to streamline and/or improve metrics and design deliverables or processes; proposes projects to leadership and pursues them from idea to post implementation.
Develops project plans and/or other tactics to ensure projects are documented, executed and sustained, as needed.
Independently works with vendors to create service agreements, contracts and project plans; clearly outlines expectations and key milestones for projects; manages vendor performance against goals.
Designs, coordinates and executes talent management projects and initiatives; partners with Talent Management teams on the development and implementation of talent solutions within the area of measurement and/or assessment.
Writes project proposals, reports and delivers presentations.

PHYSICAL REQUIREMENTS:
Approximately 5% overnight travel

KEY SUCCESS FACTORS: EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS
• A Master’s degree required in Industrial/Organizational (I/O) Psychology or related field with a minimum of 5 years of progressively responsible HRD roles or Ph.D. in I/O Psychology or related field preferred with a minimum of 2 years of progressively responsible HRD roles.
• Advanced knowledge of Excel, PowerPoint and Microsoft Word required; working knowledge of macros, VBA and Access preferred.
• Advanced knowledge of and experience using SPSS for windows required.
• Strong project management skills; ability to manage multiple projects.
• Demonstrated performance as a business consultant/partner.
• Ability to build and maintain strong relationships with internal and external partners.
• Experience in the practical application of psychometrics, multivariate statistics, and psychological assessments in the workplace (including designing and delivering assessment tools).
• Hogan certification and Herrmann Brain Dominance Instrument (HBDI) certification preferred.
• Professional accreditation (ASTD, SHRM, SIOP) a plus.
• In-depth experience in testing, assessment and evaluation
