Requisition ID 44139BR<br/>Title Sr. Manager, Government Contracts and Compliance<br/>Job Category Government Contracts<br/>Job Description PURPOSE:<br/>Leads an analytical team in the development and implementation of processes and programs to ensure that Novo Nordisk, Inc. (NNI) government price submissions are compliant with all Federal and State regulations. Establishes internal operating procedures and work instructions, and ensures appropriate controls are in place for processes and systems. Monitors and implements enhancements to Government Pricing systems to ensure compliance with NNI’s methodologies. Oversees the timely and accurate filing of all government submissions to avoid significant monetary penalties assessed by various government agencies for late or inaccurate reporting. Manages Medicaid pricing, FSS pricing, the Tricare rebate program, Medicare Part B reimbursement, and PHS/340B pricing and reporting. Supports the management of the Medicaid Drug Rebate Program. Interfaces with corporate counsel to develop and implement operational response to legislative and regulatory changes as it relates to government price reporting requirements.<br/><br/>RELATIONSHIPS:<br/>Reports to the Sr. Director, Government Contracts and Operations. Works closely with Pricing, Contract Operations and Reimbursement along with partnering with Government Account Executives, Brand Teams, Legal, Finance, IT, Financial Planning and Analysis, and Compliance. Provides insights and support to SVP, Finance and Operations. External relationships include professional associations, vendors, government agencies and other customers. Responsible for managing an Associate Manager within the Government Pricing department as well as two or more exempt level employees.<br/><br/>ESSENTIAL FUNCTIONS:<br/>* Sets the vision for the department to develop and implement best in class processes to ensure NNI compliance with government price reporting requirements<br/>* Collaborates with NNI Legal and Government Affairs in monitoring legislative changes and developing NNI position/methodology<br/>* Responsible for the development, implementation and on-going reporting of stakeholder certification<br/>* Responsible for managing the implementation and updating of Nordisk policies, procedures, other relevant documents, business controls, offline and Model N filters for all current and future government related pricing issues to align with approved NNI position/methodology and to ensure that NNI government price submissions are compliant with all Federal and State regulations<br/>* Responsible for the accuracy and submission of monthly, quarterly, and annual price calculations (AMP, Best Price, ASP, Non-FAMP, FCP, 340B) in the Government Pricing System<br/>* Analyzes the impact of AMP and FCP variances on profitability of government channels<br/>* Collaborates with Financial Planning and Analysis in the development of budgets and forecasts for government discounts and rebates<br/>* Collaborates with Regulatory, Trade, Brand, Legal, and Offer Development teams in the formulation of launch strategies and initiatives for Stage III and launched products<br/>* Analyzes the impact of price increases or other pricing/marketing strategies on AMP, RPU, ASP, 340B and FSS<br/>* Facilitates reporting with Finance and provides insights to the business regarding impacts of regulations and policies on brand profitability and reimbursement in the government segment<br/>* Collaborates with Managed Markets Strategy and Strategic Pricing to provide input to pricing and contracting strategies for this segment and provides input to Government Segment strategic plan development<br/>* Establishes, oversees implementation & monitors adherence to administrative policies & procedures, including Sarbanes-Oxley controls<br/>* Facilitates audits, reviews findings & provides recommendations based on findings<br/>* Ensures that audit results are operationalized in a timely manner<br/>* Leads the development of internal reports/controls for all government price points<br/>* Owns the operation of the Government Pricing System, keeping all business rules are aligned with the most up-to-date methodology document and that all filter contents are accurately aligned with offline systems and related documents to insure accurate calculations of Government Pricing and maintenance for full compliance with Government Pricing regulations<br/>* Business lead for implementation/upgrade/enhancement of the Model N Government Pricing module<br/>* Once implemented, communicates system priorities to Sr. Director of Government Contracts and Operations and works with CAB Board to manage Request for Change (RFC) process to implement any changes/enhancements<br/>* Manages system testing to minimize conflicts and maintains the role of the subject matter expert on GP systems<br/>* Oversees the development, validation, implementation and maintenance of offline systems as necessary<br/>* Trains the Government Account Executives and other relevant functions on triggers that have a downstream impact to government price reporting<br/>* Responsible for the oversight of Training and Certification of members of Government Pricing<br/>* Presents/communicates updates, recommendations and risks to executive management<br/><br/>PHYSICAL REQUIREMENTS:<br/>Approximately 5% to 10% overnight travel<br/><br/>DEVELOPMENT OF PEOPLE:<br/>Ensure that reporting personnel have 3P forms with annual goals and measurements that are consistent with the priorities of the business, and that interim reviews are held so that their work is focused on those priorities, and they understand their level of accountability for results and the measurement process.<br/><br/>Ensures all members of the GP team interface with and develop relationships with stakeholders, providing expertise and deliverables autonomously. Ensures all members are trained to manage all transactions that enter into all government pricing calculations as well as methodology and assumptions associated with such calculations.<br/><br/>Ensure that the IDP forms include completed Learning and Aspiration plans and are in place for all reporting personnel to enable the achievement of goals and capability to assume increased levels of responsibility.<br/><br/>QUALIFICATIONS:<br/>* A Bachelor’s degree required; an advanced degree is preferred<br/>* A minimum of eight (8) years of progressively responsible, related experience is required<br/>* A minimum of four (4) years of government pricing, government program management and/or pricing/contract strategy development is required<br/>* A minimum of two (2) years of management experience is required<br/>* A minimum of five (5) years of experience working with Government Pricing or related systems is required<br/>* Pharmaceutical industry experience is preferred<br/>* An advanced understanding of the legal and regulatory process as it relates to Government Price Reporting or general understanding of the legal and regulatory process with relevant experience in pricing/contract strategy development/operations is required<br/>* Excellent Microsoft Excel skills are required; Access and SQL Service Management Studio skills are preferred<br/>* Experience in authoring data extraction and report queries using SQL is preferred<br/>* Must have the ability to independently develop and implement programs, processes, and procedures in support of NNI’s Government Pricing compliance initiatives<br/>* Must have knowledge and understanding of Sarbanes-Oxley controls and processes and their application to the business<br/>* Must have excellent communication and negotiation skills<br/><br/>Department FIN - GOVT CONTRACTS & COMPLIANCE (2)<br/>Position Location US - Plainsboro, NJ<br/>City Plainsboro<br/>State/Provinces US - NJ
