Job Description PURPOSE:
Supports the Payroll function with coordinating all accounting taxation & budgeting processes. Ensure compliance with generally accepted accounting principles (GAAP), and federal, state, & local regulations. Monitor, manage and reconcile payroll taxes at the employer and employee level. Includes reconciliation to the general ledger as well as to ADP Tax Service reports, preparation, and ensuring compliance.

RELATIONSHIPS:
Reports to Manager, Payroll. Extensive inter and intra-departmental contact is required as well as contact with individuals representing outside organizations; may research complex or sensitive issues for customers. Provide guidance and training to less experienced support staff.

ESSENTIAL FUNCTIONS:
• Responsible for all payroll tax activities, including compliance with local, state, and federal regulations
• Reconcile payroll tax reporting after each pay run to ensure accurate filings by ADP the tax service provider also ensuring all payroll expenses are posted to the financial systems accurately and timely
• Maintains Security Administration for the Payroll systems. Ensuring SOX compliance
• Prepares and files any outstanding taxes for which ADP tax service is not responsible
• Monitor and process vendor invoices via ICE
• Prepares, justifies and administers budgets in accordance with payroll related taxes, payroll service fees, vacation banking, workers compensations, etc.
• Reconcile cash activity to Payroll and ADP Tax Services reports
• Reconcile Payroll reports to 941s and reconcile payroll vendor quarterly & annual tax filing statements (i.e. Quarterly 941s, State filings, and Annual 940s)
• Reconcile W-2’s quarterly
• Maintain ADP Connection translation tables
• Special projects and research as assigned
• Ensure timely reconciliation process and input payroll journal entries for Finance to SAP GL via ADP GL
• Responsible for new local tax registration applications
• Maintain monthly status of Escheatment process, providing research findings to Finance
• Gather and report requested data to internal and external recipients
• Identifies and implements process improvements
• Research and resolve payroll tax notices in a timely manner
• Responsible for peer review audits of amended returns
• Support formal internal and external audits
• Support and provide investigation on regulatory and compliance issues
• Contributes as a strategic and tactical partner in setting and achieving the goals of the department
• Works under only general direction; working independently with minimal guidance
• Maintains current knowledge on Payroll systems to achieve alignment with HR benefits and others related and to ensure effective accounting support

PHYSICAL REQUIREMENTS:
Less than 5% overnight travel

KEY SUCCESS FACTORS: EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS
• A Bachelor’s Degree required in Accounting, Business, or a related field; solid, relevant experience and/or certification in Payroll may be substituted for degree, when appropriate; advanced degree a plus
• A minimum of 6 years Accounting/Payroll/Tax experience required
• APA Fundamental Payroll Certification (FPC) and/or APA Certified Payroll Professional (CPP) strongly preferred
• Advanced proficiency in Excel required
• An understanding of payroll, tax, accounting project management and/or related subject matter desired
• An understanding of regulatory and legislative guidelines desired
• Demonstrates and applies a broad knowledge of Payroll through the successful completion of moderately complex assignments
• Requires a demonstrated knowledge of organization’s business practices and issues
• Must have the ability to work under tight deadlines and manage multiple tasks
• Must be able to facilitate management and employee understanding of payroll procedures
• Must be a strong team player and collaborate across boundaries
• Must have the ability to plan and manage multiple projects
• Must have solid working knowledge of HR policies, practices, legislation related to payroll
• Must have strong customer orientation, attention to detail, and problem analysis and problem resolution
